It is set without looking at the history: either it is impossible, or it is met by itself.
Everyone remembers a different target for the same month.
An indicator without a target does not say whether things go well or badly. Setting one means looking at its history (the baseline and the best ever achieved), proposing a figure that is demanding but possible, agreeing it with whoever answers for it and recording it period by period, with the point where it is at risk and the one where it is critical. When the target lives in an email or stays in a slide deck, the traffic light does not know it, and everyone remembers it differently.
